Vigilance summons six Civil Hospital employees

A day after inspecting the local Civil Hospital to probe anomalies in the purchase of Rs5-lakh HIV kits, the Vigilance team summoned six employees to the bureau’s Mohali office on September 2.

The Civil Hospital employees who have been summoned are Dr Tarsem Singh, District Immunisation Officer; Sanjeev Kumar, dealing hand, National Health Mission; Rajpal, dealing hand; Gurnam Chand, record keeper/storekeeper; Meenakshi Dhir, storekeeper; and Simi, accountant, Bilga block.

While Thursday’s inspection happened after The Tribune highlighted purchase discrepancies regarding 231 HIV/HCV Eliza kits, the Anti-Trafficking Cell, four months ago, had raised questions on the purchases made between 2012 and 2015. Initial probe revealed that two of the purchase personnel posted in Jalandhar have been at the centre of both the inquiries.

Rajpal Singh, posted as a purchase clerk for 20 years, and Sanjeev Kumar, for the past 10 years, have been named in both inquiries at the Civil Hospital. Rajpal, a multipurpose health worker who is unqualified to be a purchase clerk at the Civil Surgeon’s office, has not been transferred even once. On April 15, the Anti-Trafficking Cell, based on a complaint against Rajpal and Sanjeev, had sought purchase records of the hospital amid the allegations of a Rs 2-crore fraud from 2012 -15.
