State rapped for not giving arms licences’ details

The Union Home Ministry has pulled up the Punjab Government for not uploading details and the unique identification numbers (UIN) of several of the 21,524 arms licence of the state on the National Database of Arms Licences (NDAL) portal, despite a number of reminders since February this year.

Joint Secretary with the Union Home Ministry SCL Das had, in a letter to the state Chief Secretary in July, even warned that the arms licences without details would be considered “invalid” if the state government did not upload the information immediately.

The state Home Department, which looks after the issue, has begun furnishing details on war footing.

Additional Home Chief Secretary Satish Chandra said he had directed all deputy commissioners of the state to immediately upload all details of the licences on the NDAL portal.

The unique identification number helps in immediate search of a licence or a weapon on the portal.

Das said in his letter that the last date for uploading the details was March 31, which was not done despite reminders. Later, special time was given to some states, including Punjab, but still the details were not uploaded.

Citing rules, he said, “Consequently, all arms licences without UIN on the NDAL portal will be considered invalid and may potentially invite adverse consequences, which need to be obviated.”

The communication from the Union Home Ministry said the matter should be taken as top priority.
