After 24 years, wife gets Home Guard’s death certificate

After a 24-year struggle, the widow of a Punjab Home Guard (PHG) volunteer succeeded in getting his death certificate, courtesy the District Legal Services Authority (DLSA).

The body of Chhajli resident PHG Leela Singh, who was then posted at the Dharmgarh police post of the district, was recovered from a canal near Ugrahan village in 1995.

After getting information, his wife Nirmala Devi (49) and sister Amarjeet Kaur identified the body. After getting the postmortem done, the family cremated the body and took all required documents.

“I along with Nirmala made repeated rounds of almost all offices in Sangrur, Sunam and Chandigarh for the issuance of death certificate of my brother, but no one helped us. Officers kept misguiding us for many years,” alleged Amarjeet after collecting the death certificate from the DLSA office of Sangrur.

Nirmala Devi alleged that she had not got any financial help nor any benefit of social welfare scheme of the Punjab Government because whenever she approached any officer for help, they demanded the death certificate of her husband.

“Since my husband’s death, I along with my relatives have met all senior officers, but no one helped me. In May, I got to know about a seminar of the DLSA at Chhajla village. When I approached a Para Legal Volunteer (PLV), he got the certificate issued because I had all required documents,” said Devi.

PLV Surinder Singh said, “The certificate was issued on June 28, but they collected it from the DLSA office on Monday.”
