CAG notice to Pbi varsity over HRA overpayment

The Comptroller and Auditor General (CAG) has recently issued a notice to Punjabi University, Patiala, for overpaying house rent allowance (HRA) to the tune of Rs 1.6 crore to employees of the Yadavindra College of Engineering (YCoE), Talwandi Sabo. 

It also directed the university to implement changes as per state government norms. Following the notice, the excessive allowance has been reduced. However, the university has decided to take the matter to a Syndicate meeting.

The university has been giving 20 per cent HRA on the college employees’ basic salary since the college’s inception in 1989 in Talwandi Sabo, Grade-D town, considering Bathinda as their headquarters. As per rules, the HRA in such towns should be only 10 per cent of the employee’s basic salary.

The office of Punjab CAG after conducting an audit of the university’s accounts of four academic years pointed out overpayment of Rs 1.6 crore as HRA. It directed the university to reduce the HRA amount of YCoE employees from 20 to 10 per cent.

The university has written to the department about having curtailed the excessive amount, but continues to hold committee meetings on the same. 

Dr Manjit Singh Nijjar, Registrar, said the university had decided to provide 20 per cent HRA on basic salary to employees through a decision of a syndicate meeting after receiving representations from college faculty and university teachers’ association.

“There were logics for providing the same and we have constituted a committee to look out if we can find logic in providing the same now...we can’t overrule government rules.” The Registrar said the university will review the matter at the syndicate meeting.
