Fazilka, November 27

The Education Department has issued a show-cause notice to 31 lecturers and teachers, most of them posted in Government Senior Secondary School, Arniwala Sheikh Subhan, in Fazilka district, for lodging a “false” complaint against the then principal Pardeep Khanagwal.

Khanagwal is presently posted as Deputy District Education Officer (Elementary), Fazilka.

It has been mentioned in the notice that after conducting an inquiry, it has been found that the complaint was the result of personal vendetta the motive of which was to pressurise the principal to accept their demands. It has also been mentioned that staff members occasionally changed their statements.

The Special Secretary, School Education, stated in the notice that the teachers filed complaint and later struck a compromise, withdrawing their statement, thus wasting the time of the government and students.

The tussle between the teachers and the principal began in July 2018 when all 31 teachers accused the principal of harassing them and misbehaving with women teachers in particular. On October 26, 2018, the police had filed an FIR against Pardeep Khanagwal under Section 354 of the IPC.

Subsequently, he was placed under suspension on November 2, 2018 and later reinstated on March 6, 2019.

The case was pending in a local court. Later, both the parties reached a compromise. Rajinder Kumar, one of the complainants, said the teachers were betrayed. “Our accusation against the principal still stands and an inquiry is pending,” he said.

He said most of the teachers had filed reply to the notice received a few days ago, pleading their innocence and sticking to their charge.

When contacted, Deputy DEO (Elementary) Pradeep Khanagwal said they reached a compromise, so the teachers withdrew all 29 allegations by giving an undertaking in the court. But the departmental inquiry is pending against the teachers which resulted in the issuance of the show-cause notice, he added.

Had Accused ex-principal of harassment

Thirtyone teachers, most of them posted in Government Senior Secondary School, Arniwala Sheikh Subhan in Fazilka, had accused the then principal Pardeep Khanagwal of harassing them. An FIR was filed and the case was sub-judice when both parties reached a compromise. Now, the Education Department has issued them notice for lodging ‘false’ complaint.
