PAC seeks action taken report in Rs 80-crore bungling case

After an audit revealed Rs 80-crore bungling in the labour funds in the state, the Public Accounts Committee (PAC) in its latest meeting has shown dissatisfaction over the inaction of the Building and Other Construction Workers’ (BOCW) Board.

The chairman of the committee said despite the involvement of a huge amount in the fraudulent disbursement of funds — under various labour welfare schemes, including the Shagun scheme — why didn’t the board initiate any proper inquiry.

The committee warned that in case no action was taken by the board, it would recommend forwarding the case to the CBI. Besides, the committee has also sought a list of NRIs who were registered as workers with the BOCW welfare board.

Notably, the committee has given 15 days to the board for the submission of the action taken report in this regard. The Audit General of Punjab, in its report, had pointed that fake registrations were done by the labour officers and NRIs were registered under the board.

Talking to The Tribune, Kultar Singh Sandhwan, chairman, PAC, said, “We want a proper inquiry into the matter since a huge amount is involved. Moreover, it is a question of the rights of poor workers. It is just a tip of the iceberg because the report has highlighted irregularities of only seven circles of the total 23.”

Vijay Walia, a labour rights activist, said, “The (irregularities) have been going on since long, but the department has been ignoring it. Until now, they are not even ready to accept it.”
