Told to reprobe 2017 case against unit, cops in a fix

With Chief Minister Capt Amarinder Singh directing the Batala police to reopen the 2017 inquiry against the owner of the same firecracker unit responsible for causing an explosion on Wednesday, police officers have gone into an overdrive to take the FIR to its logical conclusion.

On January 21, 2017, an FIR was registered at Civil lines police station against the then owner Jaspal Singh under Section 188 (disobedience of an order putting at risk of human lives) and Sections 3, 4 and 5 of the Explosive Substances Act, 1908.

Days after the investigations commenced, the complainant, allegedly under political pressure, withdrew back his plaint. A year after the case was registered, main accused Jaspal Singh died.

“Keeping in view these two developments, the interest of the cops waned, but for some inexplicable reason the FIR was never treated as closed,” said an officer.

SSP Opinderjit Singh Ghuman today discussed the case with legal experts following which the police have now decided to submit its “final report” in the court.

After Wednesday’s incident, the same family faces another FIR, this time under 304 (culpable homicide not amounting to murder) and the Explosives Act.

Sources say since the family is well connected there are fears that this FIR too might face the same fate as the one registered in 2017. “I am not under any pressure. Justice will surely be delivered,” said SSP Ghuman.

Rajpal, an injured recuperating in the hospital, said, “Had action been taken on the first FIR, this tragedy would never have happened.”

Meanwhile, the video clip showing Bains using abusive language against Deputy Commissioner Vipul Ujwal on Saturday has stirred a controversy.
