Dalit thrashed over Rs 200; SC panel pulls up police

The Punjab State SC Commission on Thursday pulled up the Barnala police for the alleged delay in action in the September 7 attack on a Dalit labourer by some upper caste men for a dispute over Rs 200.

The commission warned the policemen of a strict departmental action if the accused were not arrested within 24 hours and also directed senior officers to submit the detailed report of case within 10 days at its Chandigarh office.

An FIR has been registered at Tallewal police station under Sections 323, 294, 336, 48 and 149 of the IPC and the Arms Act against the accused, Sethi, Sony, Makhan Singh, Gurpreet Singh, and another unidentified person.

Dissatisfied with the lax probe into the incident, an SC panel team led by its member Poonam Kangra pulled up senior police officers. On Thursday, the commission got the relevant sections of the SC and ST Act added in the FIR and directed the police to also include Section 307 of the IPC against the accused.

Kangra said Jagdev works as labourer on Rs 300 per day. “He worked for the accused for nine days. Though the accused paid him Rs 2,500 but when he demanded the remaining Rs 200, they attacked him.”

“Since Jagdev was assaulted and he suffered head injuries, the police must add the relevant sections of the SC/ST Act and Section 307 IPC in the FIR immediately. Apart from it, the delay in the arrest of the accused has also raised serious questions over the working of the police,” she added.

Kangra also expressed displeasure when the family of the victim told her that the administration had not informed them about the panel’s visit to Barnala on Thursday. “The accused are still threatening Jagdev with dire consequences as the police have failed to arrest them. I have directed the police to arrest all accused within 24 hours and have sought a detailed report of the case in 10 days at my office in Chandigarh,” she added.

Meanwhile, the directions of Kangra caused commotion among the police, which immediately added the SC/ST Act in the FIR.

"We have added the SC/ST Act in the FIR and conducting further probe to include Section 307 of the IPC against all accused. However, there is no delay in the arrest of the accused as we are conducting raids to nab them,” said Jasvir Singh, Tallewal SHO.

The case

On September 7, some men belonging to upper caste allegedly attacked a Dalit man, identified as Jagdev Singh (35), a labourer from Bihla village, and also fired bullets into the air in front of his house. Jagdev had demanded Rs 200 dues from the accused, for whom he worked for nine days. Jagdev suffered a head injury and is being treated at the Barnala Civil Hospital.
