A fortnight after The Tribune highlighted anomalies in the purchase of testing kits worth over Rs 5 lakh at the Civil Hospital in Jalandhar, a team of the Vigilance Department, Chandigarh, on Thursday conducted an inspection on the hospital premises.

The team procured the purchase records for 2018-2019 and the current session. Original purchase records from April to August were also acquired.

Headed by SMO, Vigilance Department, Health Department, Chandigarh, Dr Suman, the nine-member team checked the attendance, purchase and movement records of the Civil Surgeon’s office and Civil Hospital, Jalandhar.

Sources said promotion, appointment and joining letters of a storage clerk incharge of the (purchases) Civil Surgeon’s office were also checked — copies of which were acquired by the visiting teams. The inspection continued till the evening. Teams also took statements of the members of the District Purchase Committee.

The inspection has taken place in less than 15 days after a report in The Tribune was published in this regard on August 12. The news report had highlighted that a purchase of 231 Elisa HCV and HIV kits worth Rs 5 lakh had been made for the health centres in Jalandhar without any demand being made for them. Made in March and April, officials had termed the purchases a clerical error.

Both the Kala Bakra SMO and Jalandhar BTO — to whom the kits had been delivered (to be returned later) — were called in for questioning by the inspecting teams and the written statements of all parties involved were taken.
