State may create separate intel wing for Prisons Dept

Punjab is mulling having a separate intelligence wing for the Jails Department, to keep tabs on trouble mongers among the prisoners and undertrials. This was stated by Punjab Jails Minister Sukhjinder Singh Randhawa in response to a calling attention motion by AAP MLAs Saravjit Kaur Manuke and Aman Arora.

The two AAP MLAs wanted to draw the attention of the House to the recent incidents in jail where inmates were killed or died under mysterious circumstances, like in Amritsar, Ludhiana and Nabha jails. The duo had also alleged that drugs were being smuggled in the jails in vegetables and paint boxes and openly sold there at exorbitant rates.

The minister said there are 23,033 persons in jails of Punjab, of which 7,366 were convicts and 10,319 undertrials. He said 51 per cent of those lodged in jails were booked under NDPS Act, on charges of smuggling and/or being in possession of drugs.

Replying to their motion, Randhawa said several remedial measures were being taken to avoid these kinds of incidents. He said a three-tier security system was introduced in jails with all entrants being frisked by the Punjab Police, PESCO and jail staff; companies of the Punjab Armed Police were deployed to strengthen security and fresh recruitment was being done. The Jails Minister also pointed out that he was working on the revival of jail industry and installing CCTV cameras and mobile phone jammers, besides X-ray baggage scanning machines and keeping sniffer dogs to check inflow of drugs in jails.
