Adarsh school MD booked for duping govt of Rs 1 crore

The managing director of Shaheed Udham Singh Education Society, Sangrur, was today booked for duping the School Education Department of around Rs1 crore.

Raovinder Singh had reportedly enrolled eight fake teachers at the Government Adarsh School, Malla, Faridkot, and had been pocketing their salaries for the past two years.

The education society runs the Adarsh school under PPP mode since February 14, 2017. Under PPP, the Punjab Education Development Board (PEDB) has handed over the management of various Adarsh schools to private partners in the state.

While the private partners have to bear 30 per cent of the total expenses, 70 per cent share is contributed by the School Education Department. The PEDB was established in January 2008 to establish Adarsh schools in the state, to provide free and quality education to the poor and needy in rural areas.

An inquiry by the PEDB state project director found that Raovinder had appointed eight “ghost” teachers using fake documents who never visited the school but in the attendance register were very punctual and drawing Rs40,000-Rs88,000 salary per month.

In its inquiry report, the state project director mentioned that besides pocketing the salary of these fake teachers, Raovinder was also getting reimbursement of transport allowance for all the existing 28 teaching and non-teaching staff in the school from the school education department. But, instead of passing on the reimbursement benefit to the staff concerned, he used to pocket the money. Raovinder has been booked.
