PAU to pay Rs 4 lakh to farmer for selling substandard seed

The District Consumer Disputes Redressal Forum has directed the Punjab Agricultural University and its sub-extension centre at Kapurthala to pay Rs 3 lakh as damages and repay Rs 79,650 with interest to a farmer here, who had allegedly bought inferior quality paddy seeds in April last year. They have also been asked to pay Rs 20,000 as litigation expenses to the complainant.

Jaspal Singh (64), a farmer from Lakhan Kalan village of Kapurthala, had complained that he and his son were cultivating 20 acres of land. The land includes shares of his three brothers and it has been taken on lease at the rate of Rs 35,000 per acre per year, he said.

He said on April 8 and 12 last year, he purchased PR-121 paddy seed from Krishi Vigyan Kendra, the Kapurthala sub-extension of the PAU.

These were planted as per the schedule given by the state government. After a few days, he observed that the plants were not of the same height. It appeared to him that the seeds were of different qualities. He said he suffered a loss of Rs 5 lakh spent on seed, labour, fertiliser, pesticides, lease money and care.

Agricultural Development Officer (Seed) concluded that there were varietal differences in seeds.

The counsel for PAU replied that germination depended upon various factors. He said at least 8 kg of seed should have been sown in one acre of land but the complainant had sown only 6.4 kg per acre. However, the forum shifted the onus on the university.
