HC questions PUNSUP over gratuity cases

The Punjab and Haryana High Court has come down heavily on the Punjab State Civil Supplies Corporation Limited (PUNSUP), warning it of an inquiry by the CBI or the Punjab Vigilance Bureau for withholding a large number of gratuity cases.

The court said it appeared to be a large financial scam involving crores of rupees where higher-ups might be involved and the common man was made the scapegoat.

Justice Rajiv Narain Rana, while acting upon a large number of petitions by retired employees, asked the department authorities to show-cause why an inquiry should not be marked to the Vigilance or the CBI for a thorough probe into the withholding of the gratuity of employees.

Department sources said hundreds of gratuity cases were pending for many years on allegations of corruption or dereliction of duty. The High Court orders said many of the cases (put before it) did not involve corruption, theft or embezzlement.

PUNSUP chairman KAP Sinha said the matter had recently been brought to his notice and necessary measures were being taken. The High Court had asked PUNSUP to file an affidavit detailing all pending cases.
