HC notice to state on police vacancies

Just about a month after the Supreme Court asked all the high courts to register suo motu public interest litigations on filling the large number of vacant posts in the police forces, the Punjab and Haryana High Court today put the Union government, the states of Punjab and Haryana, and the Union Territory of Chandigarh on notice.

The Bench of Chief Justice Krishna Murari and Justice Arun Palli also fixed the case for further hearing in July. A writ petition was filed by Manish Kumar in 2013, initially contending that the law and order situation had deteriorated following large number of vacancies in the police service at all levels.

Several states subsequently filed affidavits and status reports in the matter, following court directions. Later the writ petition was amended. Among other things, directions were sought to all states and UTs to constitute police commission to deal with allegation of police action, redressal of grievances of police and to make recommendations for the welfare of police force.
