Attach Drainage Dept properties to compensate farmers: Moonak SDM

After a Sangrur court ordered the sale of seven prime government properties to recover Rs 250 crore of farmers of nine villages last week, the SDM-cum-land acquisition collector, Moonak, has filed an application in the court urging it to attach the properties of the Drainage Department and to release the earlier attached properties. The land was acquired for the widening of the Ghaggar in 2006.

“The fresh application of the land acquisition collector is likely to complicate the issue as the court has already started the process of attachment of properties. The land acquisition collector should have made efforts for the release of our payment rather than asking for the attachment of properties of the Drainage Department,” said Amanpreet Singh, a farmer from Mandvi village.

As per application shared by Lalit Garg, counsel of farmers, the land acquisition collector has stated that the land of farmers was acquired by the Drainage Department and land acquisition collector acquired it on behalf of the department.

In 2006, the state government had acquired 592 acres from nine villages — Andana, Navagaon, Hotipur, Baupur, Chandu, Mandvi, Khanauri Khurd, Shahpur Theh and Banarasi — at the cost of Rs 4.60 lakh per acre. But dissatisfied with the compensation, farmers approached the court. After losing the case in the Sangrur court, they filed 110 petitions in the Punjab and Haryana High Court for enhanced compensation. On July 21, 2017, the HC directed the Sangrur court to look into the matter.

On December 20, 2017, the Sangrur court directed the DC to pay all farmers at the rate of Rs 39.50 lakh per acre by January 31, 2018. But when farmers failed to get their money, 25 farmers filed an application for the recovery of their money by attaching and selling of the properties of the DC. Last week the court has ordered the attachment and sale of official residence of the DC, Sangrur, Government Ranbir College building, Ranbir Club, Red Cross Bhawan, bus stand, Patwarkhana and the office of the SDM, Moonak, to recover money for payment to farmers.

“Since neither the High Court nor the lower court has given any reference of the Drainage Department in their decisions, the properties of the department could not be attached. The court of the Additional District Judge, Sangrur, Jaswinder Sheemar has fixed March 16 as the next date of hearing,” said Garg.
